How do you keep lips packed so they last longer?

That depends upon the dirt composition you are using, some dirt wont stick when extremely wet, but once it dries out a bit it'll stick like crazy, other dirt can only be slightly wet . Keep your shovel extremely clean, and when you pack, perhaps try and old rug over the dirt

Smear pack. It's like a smack-push motion. Works like a charm.

in colorado using the "flour" technique works wonders.

get your lip wet (not soaked, but good and damp so dirt can pack) then flour the lip with a light layer of fine dry dirt or dust...like in cooking.

the dry/dust on top won't stick to your shovel and let's you wang away without peeling the wet dirt off. eventually the flour layer gets worked in and you'll probably have to repeat, but i've found that to be good in colorado's soil.

and like nick said, water often. in colorado, if you don't water every time before you ride, your jumps will fall apart fast...especially in the summer. riding the jumps while they're damp will burn in some nice blue grooves and help with maintenance

I had an idea recently that I haven't tried yet, but seems viable. Instead of wasting time and dirt making a huge wide mound to build lips and landings, why not use sandbags or the rammed earth technique of packing dirt into a form. That way you have the hight without the waste. Then face the lip with your best dirt and pack! water, water, water...

Yep, this. The soil needs dampness but not wetness....then use Spomer's flour technique.

"Wanging away" can simply not be overstated.

I wang away on a regular basis.

All you have to do is when the lip is wet take some really dry dirt and put a little dusting over it and none of the dirt should stick and it makes it super hard.
